Ensuring the effective use of land is a key objective for all councils in providing much needed new homes. Brownfield Land Development continues to be key in achieving these new housing targets.

But developing brownfield sites is not always straightforward and councils need to ensure that the brownfield land is safe for residential development before planning permission can be granted.

All brownfield sites need to be assessed by an experienced environmental consultant before they can be redeveloped. This involves an analysis of the soil, groundwater and surface water through testing for hazardous compounds, and ensures that appropriate measures are taken to reduce identified risks and liabilities. Any development plans must be made compliant with current regulations.

Developing brownfield land is key priority for all councils including Manchester City Council, which has committed to supporting the delivery of at least 6,400 affordable homes between 2015 and 2025.

This is at least 20% of the total pipeline of 32,000 homes expected to be built during this period – and the Council is on track to exceed the affordable homes target up to 2025. Manchester has secured nearly £8m from the Brownfield Housing Fund to help deliver around 522 new homes.

  • Silk Street Development, Newton Heath – 69 homes
  • Ancoats Dispensary – 39 homes

Every local council has a register of available brownfield land in their local area. Latest analysis by CPRE shows that councils have already identified enough brownfield land for at least 1 million new homes. – a massive contribution to the homes we need for the future. And the council data shows two-thirds of these sites are ready to build on – so 600,000 of these homes could be delivered in the next five years.
